Private-label cosmetics quotations are difficult to compare. One factory may quote a stock formula in standard packaging; another may include a new formula, decorated packaging and testing. Before comparing price or minimum order quantity, buyers need to establish which route each quotation covers.
Start with the product route
Turkish manufacturers offer three broad routes: an existing formula with standard packaging, an adapted formula, or a custom development. Existing formulas are usually the quickest route, but minimums still depend on the product, filling line, packaging components and decoration. A custom formula adds laboratory work, testing and approval stages.
Documentation follows the destination
Manufacturing in Türkiye does not make a product automatically compliant in another market. The destination and the legally responsible importer or representative must be established before artwork and production are released. For an EU project, the required work may include:
- Stability and compatibility testing
- The Product Information File (PIF)
- CPNP notification by the responsible party for the EU market
- INCI labelling and claims review
What a full program looks like
- Brief & benchmark — target product, texture, price point and reference products.
- Formulation — laboratory samples are reviewed until an agreed version is approved; timing depends on the development route.
- Packaging — Türkiye also has a deep packaging industry, so jars, tubes, pumps and boxes are sourced locally, cutting cost and lead time.
- Filling & QC — GMP production with batch documentation.
- Documents and shipment — the factory supplies the agreed manufacturing records while the responsible party completes the destination-market process.
